UK Establishment Used Care Home Network Like an Amazon Order System for Children to Abuse

For decades, vulnerable children from care homes and other institutions were booked to order by rich and powerful men, for abuse, rape and even murder.  This is the allegation put forward in ‘Nightmares at Elm Guest House’, in an interview with Chris Fay of the National Association for Young People in Care.  While the game may be over for former Tory Home Secretary, and David Cameron’s £500-a-day Trade Advisor Leon Brittan – once Brittan falls, the full and almost unbelievable horror of this case must come to light.

Child Sex Abuse and the UK Establishment


In 1974, a group of child sex abusers launched the Paedophile Information Exchange (PIE).  This group was legal at the time, and sought to promote the rights of ‘paedophiles’.  The group espoused the view that children had the right to indulge in their sexual feelings with adults, and argued the age of consent should be lowered to four years old, or abolished altogether.

This was not some fringe group, hidden away.  They had thousands of members, many from senior positions in the media, the security services, politics and other establishment positions.

The members were public and built affiliations with the Gay Liberation Front, the Campaign for Homosexual Equality, mental health charity Mind, and even human rights organisation Liberty (previously named The National Council for Civil Liberties).  The leaders of PIE shared platforms with Harriet Harman, Patricia Hewitt, and others.

PIE members had been using the ‘Contact’ page of their magazine The Magpie, to connect and network with each other.  They also used it to introduce consumers of child pornography to suppliers.  In 1978, the homes of PIE members were raided and they faced charges of conspiracy against public morality.  One person however, was not tried.  He was referred to as “Mr Henderson” until the Private Eye outed him as Sir Peter Hayman, a senior diplomat and former British High Commissioner to Canada.  While other PIE members who indulged in the same activity as Hayman were sent for trial at the Old Bailey, Hayman was sent home by the Attorney General and carried on regardless.

PIE was dissolved in 1984, but not before it had allowed for the creation of a powerful network of paedophiles within the most senior ranks of the UK establishment.

In the documentary Nightmares at Elm Guest House, former National Adult Advisor of the National Association for Young People in Care (NAYPIC) Chris Fay, attests that this paedophile ring was widely known, but that the membership of such senior figures had a double lock effect.  Firstly, the members were in positions of such seniority that they had the political and financial power to keep stories suppressed, close down police investigations and keep members out of jail.  Secondly, the members were such significant establishment faces that the potential impact of their exposure incentivised those around them who knew to keep quiet.

The Elm Guest House


The Elm Guest House was a B&B in Barnes, West London, run by Harood and Carol Kasir.  The guest house pitched itself as gay-friendly, but such a description does a great dis-service to the gay community.  On or around the Queen’s Silver Jubilee in 1977, it began to host ‘Kings and Queens’ parties for paedophiles, whereby members of PIE and another group promoting the sexual abuse of children, The Spartacus Club, could fulfil their desires.

It is alleged that from 1977 onward, rich and powerful men were provided with a menu of children’s photographs and school reports, by members of Richmond Social Services.  Once chosen, the child would be sourced from their children’s home (most commonly Grafton Close, just 8 miles away), and taken to Elm Guest House.  On arrival, the children would be drugged and abused, sometimes on camera in the ‘video facilities room’, sometimes in the sauna, sometimes at sex parties in a back room.

The plight of one particular boy illustrates the horrific nature of this network of abuse.

EG3Peter Hatton-Bornshin (pictured) and his brother David were put into care after their mother committed suicide in the 1970’s.  They were 12 and 13.  One day, they were told by senior workers at Grafton Close Children’s Home that they were going ‘a treat’.  Their treat was a visit to Elm Guest House.

Peter, his brother and other boys were made to dress up as fairies, encouraged to become drunk, and invited to play a game of hide and seek.  The boys were told to hide, and when caught by the adult men, would be sexually abused by their captor.  Some of the men who raped, tortured and sexually abused Peter and David have been named as Liberal MP Cyril Smith, Catholic Priest Father Tony McSweeney (who officiated at the wedding of Frank Bruno), and Deputy Manager of Grafton Close Children’s Home John Stingemore (who also supplied the boys).

Peter never got over the abuse he received at the hands of these men.  He later complained about his treatment and received compensation from Richmond Council, while the story remained suppressed.  He fell into poor mental health, and was treated at Broadmoor.  In 1994, just days after his 28th birthday, he killed himself with a fatal drug overdose.  His suicide note included the words “I will get those bastards.”

The Elm Guest House was raided in 1982.  Police found five pornographic videos of children, evidence of the Kasir’s neglect of their son Eric, and other vice charges.  Over the next year, all charges related to the Elm Guest House were dropped and only the Kasirs faced charges of running a brothel, for which they received a suspended sentence.  The Elm Guest House closed shortly thereafter.

In 1990, it is alleged that Carole Kasir invited NAYPIC’s Chris Fay to view the contents of a box, which he claims contained a photograph of Leon Brittan (while he was a minister of government) dressed as a nurse, with a naked 14 year old boy on his lap.  Kasir had many other pictures of senior members of the UK establishment at the ‘Kings and Queens’ parties.  Kasir refused to give Fay the box, but agreed for him to return a few days later and take photograph the items.  Kasir was found dead on 17th June 1990, aged 47, before this meeting could take place.

It was claimed she killed herself with an insulin overdose.  Chris Fay and his colleague Mary Moss believe she was murdered.  They argue:

  • the last injection found on her body was 72 hours old, and it is unheard of for a person to receive an insulin overdose and live for 72 hours.
  • The syringe mark was also on her posterior, when she normally injected into the arm.
  • The only person to corroborate Kasir’s handwriting in the suicide note, was David Issit (a known paedophile with links to PIE and the Spartacus Club).
  • Kasir had received threatening phone call and intimidation from the police prior to her death

Even if not complicit, the child sexual abuse ring around Elm Guest House, Grafton Close and the UK establishment must have breathed a collective sigh of relief at Kasir’s death.

They had survived the police raid on PIE in 1978, which took out non-establishment members of PIE but left the wider network and establishment figures untouched.

Conservative MP Geoffrey Dickens repeatedly raised the issue of a London based network of sexual abusers of children between 1981 and 1985.  Dickens believed he had uncovered an establishment network with what he described as ‘big, big names’.  He held a 30 minute meeting with the Home Secretary in 1984, handing over a dossier of his evidence.  The meeting is captured in both Hansard and the media at the time, with Dickens describing himself as ‘encouraged’ following the meeting.  The Home Secretary of the day however, was none other than Leon Brittan – himself named as a frequenter of Elm Guest House on the registers in Kasir’s possession.  The dossier never surfaced, no action was taken, Brittan claims no recollection of this publicly recorded meeting, and the Home Office say they have found no trace of the dossier.

With both Carol and Harood Kasir dead, the Elm Guest House closed, and PIE disbanded – only the children and their alleged abusers remained to tell the story.  It seemed the establishment had won and the secrets would die with those who held them.

Key figures from the period were also starting to reach the natural end of their lives before the truth of the network could be uncovered.  MI5 and Special branch helped maintain the cover of Cyril Smith until his death in 2010.  Jimmy Savile had also been protected from prosecution for rampant rape and sexual abuse of children, from when rumours first began circulating in 1964, to his death in 2011, which meant another key name and holder of secrets had left the scene.  But immediately after his death (a sign of how open his secret must have been), BBC Newsnight began an investigation into the allegations….and the whole network began to blow up, by tracing Savile’s movements and interactions.

The latest series of press interest and police investigations was triggered by Labour MP Tom Watson, who timed judiciously a question to PM David Cameron at the height of the furore over Jimmy Savile.  Tom Watson requested a full investigation of allegations of a “powerful paedophile network linked to Parliament and No 10” at Prime Minister’s Questions on 24th October 2012.

The Metropolitan Police launched Operation Fairbank shortly thereafter, and repeatedly denied such an investigation was underway when challenged by interested parties.  Since that time, Operation Fernbridge has undertaken to investigate and prosecute those associated with Elm Guest House.

The actions of Tom Watson MP have helped raise awareness, while NAYPIC’s Chris Fay and Mary Moss, reporters at ExaroNews and film makers such as Bill Maloney have investigated over decades and provided the necessary evidence to maintain the case in the face of overwhelming pressure to suppress it.

It’s Time to End the Networks

I have long left this subject to others to write about.  I had a sense that I should remain quiet on the matter until the legal process had concluded.  I changed my mind after watching Nightmares at Elm Guest House and reviewing the litany of prior police investigations, court cases and media scandals on the matter.  It appears that however close it has seemed, justice has failed to be done for many decades.  The establishment has circled the wagons each time, sacrificed a pawn or two to sate the appetites of public and press, then carried on business as usual.

Today, Theresa May announced the latest internal inquiry in the House of Commons, rather than a full scale public and criminal investigation. Leon Brittan may fall, while the entire edifice of this abuse and cover-up remain intact.

When one looks closer, we are facing the unfolding nightmare that politicians, pop stars and media figures have been supplied vulnerable children to rape and abuse, by members of the social services, over decades.  It is beginning to appear quite certain, that a significant number of children’s homes and institutions for young people, have been complicit in abuse on an industrial scale.  It is also apparent that a persistent cover up has meant people have been silenced, threatened and perhaps even killed to maintain the silence, and the networks of abuse.  The list is growing:

These are but a few of the scandals to emerge in recent years.  The reason for us all to pay attention and for independent journalists and parties to maintain the pressure on this story – is simple.  It is likely that the networks and foul individuals involved have been allowed to fester, largely unchallenged, by the institutions intended to hold them to account.  The police, parliament, the press – all compromised and capitulated.  When members of these institutions were brave enough to come forward, they faced the full force of the establishment.  So it’s on us to stand up and be counted, so that this time, justice is firmly and finally done – in honour of each of the children abused repeatedly by the so called great and good of the UK establishment.  We do not know the guilt of any of those suspected, but we must ensure claims are fully investigated and where guilt is found, appropriate consequences are delivered.

    Everywhere you look there is nothing but horror, death and destruction, greed, war, misery, desperate people, doing desperate acts either to hurt others or to try and avoid not being hurt.

    Makes me cry everyday.

      I believe that research by people like Professor Stephen Pinker, as reported in his publication “The Better Angels of our Natures”, provides clear empirical evidence that humankind is – overall – becoming kinder and gentler over time. See
      If we examine crime statistics over the last 40 years, during a period of economic uncertainty, increased unemployment and governmental austerity policies, we find – surprisingly – that crime levels have fallen.
      How to explain this? Is it – hard to believe as it is – that people today are better than they were before?
      In the UK there is currently – and rightly – an absolute media fire storm surrounding the subject of paedophilia, especially as carried out by establishment figures over the last 40 years.
      This indicates to me that behaviour that was once accepted or ignored is no longer being tolerated.
      Organised rings of child abusers are coming very much under the spotlight. Subjects such as forced marriages of very young girls and the practice of FGM are very much now coming under public scrutiny.
      Mass killings and gross violations of human rights which took place in the past went largely unreported for long periods of time – sometimes never.
      Today, however, with our 24/7/365 mass media, it is impossible to hide or camoflauge such atrocities.
      The problem now is not that the world is a much more violent place but that these problems are so widely reported and that you have a commendably enhanced reaction to them.
      You are right to feel anger or revulsion at these events which offend you and what you need to do quietly is to consdier how you can help the current victims of such acts and how any future acts may be deterred.
      Then, commit yourself towards achieving an ever-better world. It is all any of us can do.

      • hi john are you speaking from the centre of the fire or watching from afar <3 these two places are very different and i agree too with miss cakes the more we try to expose the more they turn it around to face outwards rather than self reflecting, there are no boundaries to how these people operate to maintain the status quo because they lack essential ingredients, a heart, emotions, compassion, logic, education, remorse…..

  2. The mainstream media have always known about Parliamentary Child Abusers, they have said nothing for decades. The current incumbents at Whitehall know, and will never speak about what they know. Most MP’s know. NO enquiry will ever get the complete truth, you know it deep down as I know it. EVERY enquiry that has been conducted in regard to CSA in this country thus far, were specifically designed to deflect from what they are trying to keep a lid on right now. They will just throw some more Patsy’s to the wolves. Deflection, smoke and mirrors, muddied waters and ample numbers of willing people who have danced with the devil and sold out the genuine survivors in order to save themselves…. That’s all

      I posted this in another comment elsewhere, but I want as many people as possible to read it: The Guardian’s website moderators have been ruthlessly deleting as many comments as possible from people who have voiced their belief in a media cover-up. And they have also been outright banning users who state this belief, and have banned users who question why these comments are being deleted? i even created a fake profile there to test this for myself and it happened to me (screenshots can be provided if anyone wants the evidence!)

      This feels incredibly suspicious. What do they have to hide? Everyone with any common sense and decency knows that the media were involved in the cover-up, that they ignored all signs and evidence of abuse. Why are the Guardian moderators going so out of their way to delete any hints of this cover-up???

      And from what Keith Vaz said today, it looks like the enquiries will look at the scale of abuse but won’t actually name any names, which, if true, is disgusting and is an insult to all those who were abused. Disgraceful.

  4. It might be worth taking a look again at the Colin Wallace affair and the Kinkorra Boys Home in Belfast. I think that Colin Wallace was still working for SIS when he took a job working on “It’s a Knock Out”

  5. Back in the 1980s Lobster magazine regularly featured articles about the Kinkora Boys Home.
    One young boy who ran away to Liverpool was made to return back to Northern Ireland on a ferry boat.
    During the crossing he jumped over the side rather than be retruned back to the “home”.
    Will the Kinkoragate scandal be part of the investigation announced today by Mrs May?
    Of course, it was allegedly mainly senior “loyalist” politicians involved in the activities at Kinkora.
    It was claimed the security services knew all about it and used their knowledge to manipulate politicians.

  8. Some of the allegations may be ‘wild’, but are they really that unlikely, however wild? It is well known that people often seek powerful positions in order to abuse others – from the boss who sexually harasses his employees, to the MP who is part of an organised group who acquire victims to order. Jimmy Savile clearly felt very secure and comfortable that he would not be arrested, and he was right, so men with even more power could easily organise all kinds of stuff.

    Usually I am very cynical of conspiracy theories, as there are gaping holes in plausibility, but there is nothing implausible in these accounts. The ‘satanic abuse’ accusations of the late 80s and early 90s were proved to have no foundation and contained many totally absurd elements, but these accounts do not contain any of the bizarre elements that make a story just that. These men behaved just like sexual predators typically behaved – the fact that they were famous and/ or very powerful makes it no less likely, just makes detection and proof more difficult.

    The only one I have read here that I am a little cynical of is the allegations of a snuff film. I can’t seriously accept that video evidence of a child being tortured and murdered would not have resulted in at the very least a copy being sent to the police with an anonymous tip off. I have no wish to defend paedophiles, but I do not accept that all or many paedophiles want to see their victims tortured and murdered.

    • As I mentioned in my comment below, some very wild claims indeed were made about alleged events at the Bryn Estyn home, as detailed by Richard Webster – so wild that they could not possibly have been true. Yet they have been accepted by many as fact and lives have been ruined as a result. In times of heightened speculation fear, suspicion and good old fashioned gossip can make what in other times might seem unlikely, seem plausible, as Arthur Miller so vividly illustrated in The Crucible and non-fiction examples of which abound throughout history. This doesn’t mean that the claims are not true, merely that emotional detachment and verifiable evidence are vital to our search for the truth and justice.

      • When I refer to allegations (wild or otherwise) I am only referring to what I read here – I do not have the stomach for going through the vast amount of allegations currently going around.

    • Bear in mind as well that apparently results of the enquiry won’t be published until after the General Election in 2015. This will mean that, should Theresa May’s enquiries produce damning evidence of paedophilia and cover-ups in the Tory Party (yes there are paedophiles in other parties, but given the closeness of Savile and Thatcher, and other high-ranking Tory MPs, I think the majority are in the Tory party) then it won’t really damage the Tories too much because they will have been re-elected for another term and no action can be taken against the party in control of the country.

  11. These allegations are indeed horrific. But I cannot help but be skeptical of some of the wild-sounding claims being made just now in the current heated climate, the sort in which dangerous accusations, often founded on historic ‘allegations’ and old rumours such as the ones about this Elm Guest House, are always made.

    The late Richard Webster’s exhaustively researched book The Secret of Bryn Estyn put serious doubts in my mind as to whether ALL such allegations should be believed, at least without solid evidence to back them up.

    • Mine too, and I was in the Welsh ‘Care’ system in the 1970’s-80’s. Webster had it spot on that the police were not exhaustively investigating the accusations, just collecting more and putting people hurriedly before the courts based on the most ridiculous accusations you could imagine. There was a political and public lust at the time that ‘heads must roll’ regardless of their guilt, or innocence.

      At least one of those accused, Peter Howarth, the Headmaster of Bryn Estyn, who incidentally died in prison, has now been seen by lawyers as being the unfortunate recipient of an altogether ‘unsafe conviction’ which would not stand up to robust scrutiny if put on trial, based on the presented evidence today.

      What people continually fail to grasp is that some people lie, especially when there is an offer of compensation put to them beforehand. Police ‘Trawling’ for witnesses, instead of genuine survivors being allowed to come forward voluntarily.

      I believe absolutely that many, many genuine survivors have never had the chance to be heard, as they have been intimidated, bullied and ridiculed by certain elements who featured prominently in the media at the time.

      It is still happening today, if you care to look at the way that any genuine survivor who dared to speak out publicly on social media or on a forum for example. They are torn to pieces by legions of rabid ‘Paedo Hunters’ with their own agenda.

      That is they can remain free of the smear campaigns launched against them, their personal details being posted online, their family and children threatened etc etc.

      It happens, it has happened and you are very naive indeed if you think it doesn’t.

      If you ever want to learn about the true, balanced and entirely unbiased, evidence based version Scriptonite, it can be found.

      The genuine survivors will tell you, all you have to do is listen.

  12. It is shocking to say that this does not surprise me. I have seen so many of my childhood ‘icons’ shot down in flames of disgrace. Saville, Harris, Glitter et al. Obviously there was (and still is?) a severe sickness peculating some of those who have or perceive they have power and/or privilege over others.
    We must now have a complete root and branch independent investigation into our government and have all its dark cupboards thrown open. Corruption, paedophilia, cronyism, expenses, pay, the whole damn thing needs a severe shakedown. Lets make Parliament and Westminster fit for purpose, fit for a democracy of the people for the 21st century.
